EFN Membership is constituted by Full members, Associate Members and Observers:

EFN full members are drawn from the National Nurses’ Associations from the twenty-seven EU Member States (+ Croatia, Norway, Iceland and Switzerland), which are in membership with the International Council of Nurses (ICN) and the Council of Europe.

EFN Associate members are the Former Yugoslav Republic of Macedonia, Montenegro, Serbia, and three mandated representatives of the European Nursing Specialist and Generic Organisations (ESNO).

EFN Observers are the International Council of Nurses (ICN), the World Health Organisation (WHO) and the European Nursing Students Association (ENSA).

EFN members meet twice a year for a two days General Assembly, where important issues are discussed and decisions taken.
